Summary of Countries and Regions Launching Anti Dumping and Anti Subsidy Investigations on Multiple Commodities in China in May 2025


According to incomplete statistics from Business Society, in May 2025, 11 countries and regions launched as many as 37 anti-dumping and anti subsidy investigations against various products in China.
America
On May 15, 2025, the International Trade Commission (ITC) of the United States voted to make a positive final ruling on anti-dumping and anti subsidy industry damage to alkyl phosphate esters imported from China, determining that the products in question, which are claimed to have engaged in dumping and subsidy practices, have caused substantial damage or threat of damage to the domestic industry in the United States. Based on the positive final ruling of the US International Trade Commission, the US Department of Commerce will issue anti-dumping and countervailing duty orders on the above-mentioned products.
On May 13, 2025, the US Department of Commerce issued a preliminary anti subsidy ruling on erythritol imported from China, with a tax rate of 3.29% for Baolingbao Biotechnology Co., Ltd., 3.49% for Shandong Sanyuan Biotechnology Co., Ltd., and 3.47% for other Chinese manufacturers/exporters. The US Department of Commerce is expected to make a final anti subsidy ruling on September 24, 2025.
Turkey
On May 25, 2025, the Ministry of Trade of Türkiye issued Announcement 2025/9, stating that the anti-dumping investigation on sodium gluconate originating in China should be initiated at the request of Türkiye's manufacturers. The dumping investigation period of this case is from January 1, 2024 to December 31, 2024, and the injury investigation period is from January 1, 2022 to December 31, 2024. The announcement shall come into effect from the date of publication.
India
On May 10, 2025, the Revenue Department of the Indian Ministry of Finance issued Notice No. 12/2025 Custods (ADD), accepting the positive final determination of anti-dumping on titanium dioxide originating from or imported from China made by the Indian Ministry of Commerce and Industry on February 12, 2025, and deciding to impose anti-dumping duties of $460-681/ton on the products involved in China, valid for 5 years. The measures shall come into effect from the date of publication of this notice in the official gazette.
