Incomplete Summary of Countries and Regions Launching Anti-Dumping and Anti-Subsidy Investigations on Various Chinese Goods in October 2025

View:228|According to incomplete statistics from Business Society, in October 2025, 15 countries and regions initiated a total of 48 anti-dumping and countervailing investigations on various Chinese goods.
United States (2 cases):
On October 3, 2025, the U.S. Department of Commerce announced the initiation of a second sunset review investigation into anti-dumping duties on sodium glutamate imported from China and Indonesia. Concurrently, the U.S. International Trade Commission (ITC) launched a second sunset review injury investigation into sodium glutamate imported from China and Indonesia, assessing whether the cancellation of the current anti-dumping measures would lead to continued or renewed substantial injury to the domestic industry in the reasonably foreseeable future.
On October 3, 2025, the U.S. Department of Commerce announced the initiation of a fourth sunset review investigation on anti-dumping duties on imports of tetrahydrofurfuryl alcohol from China. Concurrently, the U.S. International Trade Commission (ITC) launched a fourth sunset review injury investigation on imports of tetrahydrofurfuryl alcohol from China, assessing whether the cancellation of current anti-dumping measures would lead to continued or renewed substantial injury to the domestic industry within a reasonably foreseeable period.
EU (4 cases):
1. On October 23, 2025, the European Commission issued a notice making a final positive anti-dumping ruling on headless screws originating in China, deciding to impose anti-dumping duties of 54.7% to 72.3% on the involved enterprises. Specifically, Zhejiang Junyue Standard Parts Co., Ltd. is subject to 54.7%, Brother Group: Jiaxing Hainte Standard Parts Co., Ltd., Zhejiang Morgan Brothers Technology Co., Ltd., Jiaxing Brothers Standard Parts Co., Ltd. are all subject to 57.1%, Chinafar Group: Jiaxing Huayuan Standard Parts Co., Ltd., Jiangsu Zhejiang Standard General Parts Co., Ltd. are both subject to 72.3%, other cooperative enterprises are subject to 59.8%, and other enterprises are subject to 72.3%. The measures will take effect from March 19, 2025.
2. On October 21, 2025, the European Commission issued a notice stating that, in response to FENAVAL's application, a third anti-dumping sunset review investigation will be conducted on citrus fruit canned fruits originating from China. The investigation will examine whether the dumping of the products involved and the damage to the domestic industry of the EU will continue or recur if the current anti-dumping measures are lifted. The sunset review dumping investigation period is from October 1, 2024 to September 30, 2025, and the industry injury investigation period is from October 1, 2022 to the end of the dumping investigation period.
3. On October 20, 2025, the European Commission issued a final anti-dumping ruling on steel track shoes originating in China, ruling that the anti-dumping duty on steel track shoes and conveyor belts under CN codes 8426, 8429, or 8430, regardless of whether they are equipped with rubber pads or assembled on track chains, with a maximum length of 3000 millimeters, used on machines, and under code 8428 is 62.5%. Steel track shoes with a length exceeding 380 millimeters, a height exceeding 140 millimeters, a weight exceeding 118 kilograms, and a size of 1 millimeter or more without any shape are not included in the scope of taxation. The dumping investigation period of this case is from July 1, 2023 to June 30, 2024, and the injury investigation period is from January 1, 2021 to the end of the dumping investigation period. The announcement shall take effect from the day after its publication.
4. On October 7, 2025, the European Commission issued a notice stating that it had made a final ruling on the second anti-dumping sunset review of ceramic tableware and kitchenware originating in China: if the current anti-dumping measures were to be lifted, the dumping of the products in question would continue or occur again, causing damage to the EU industry. Therefore, it was decided to continue imposing anti-dumping duties on the products in question in China, with anti-dumping tax rates ranging from 13.1% to 36.1% for Chinese companies involved. The sunset review dumping investigation period is from January 1, 2023 to December 31, 2023, and the industry damage analysis period is from January 1, 2020 to the end of the dumping investigation period.
